Re : making fixed term tenancies permanent?

We heard a lot of talk some months ago about new legislation to remove the landlord's right to recover possession at the end of a fixed term tenancy unless there was some kind of default or breach by the tenant, in which case I presume all such tenancies would become more or less indefinite and s. 21 notices would become a thing of the past. However nothing much seems to have happened about this proposal. Does anyone know the current state of things, or what is happening on this issue?

It's going nowhere fast at the moment. There's an ongoing consultation process and all the main parties are leaning towards some sort of reform in that direction but parliament's shutting up shop for the summer and when they come back, it'll be back to the Brexit circus so something like this probably won't get a look-in this side of Christmas.
