Witness needed for guarantor?

Hi all

Tenants about to move into property.

On move-in day there will be 4 people present (Landlord, 2 Tenants and Guarantor).

Would you need to have an independent witness present?

I am aware that for tenancy periods less than 3 years (without guarantor) you do not need one (although good practice), however I am finding it hard to find information on whether it is a legal requirement to have a witness if using a guarantor.

If so, who can qualify as an 'independent' witness?

Any advice would be greatly appreciated.
