council lording it over me!!

hi my tenants moaned about the mould in the 2 bed flat (in face there is hardly any!) the council stepped in : -

1.  epc is too low and must be improved ! (quote unquote) the flat is all electric convectors not great but work well - i have no legal obligation to improve it?

2.  I have a 10 ltr undersink water heater that serves 2 sinks and always done me good heats up quick enough to wash up etc switch off job done! -- oh no not for mr council he wants a "suitably sized" dual immersion cylinder utilising the dual rate electricity supply connected to the bathroom and kitchen facilities !  what ever !!

basically his angling for a A rated central heating (recommends me get a scumbag in and a green deal) ...

must I comply to this request!!!  your thoughts plz

Mould is always a tricky one and as repeated on this forum fairly regularly is often caused by the tenants lifestyle as much as any problems in the property.

From 2018 properties with an EPC rating of F or below cannot be let out without improvements so you have a few years to make things better. I can think of no legal reason why you would have to improve an energy inefficient property right now and presumably the rent charged reflects the basic sounding nature of the facilities anyway?

I love how the council (in my area especially) are always quick to step in and give advice to private tenants whilst failing to adequately maintain a sizeable portion of their own housing stock...

you are right I have said to them the price reflects the EPC - the heaters were covered up as are the vents! hey ho I am now trying to enlist a greendeal tenant!! and sort some lovely heating out for free!!
