Not sure what to do or if there is anything I can do?

I live next door to the 2 flats I rent out and below my flat is a shop I rent out and its all on a main road.

The shop below me they are moving out and a new guy is taking it on so the current tenant is moving his stuff out but he gave a few opened letters which where not for him but had my and his address on them.  Looking at the letters the name on them I didn't know but one of my tenants keeps having this friend stay with him who for a while I just assumed it was his new partner.  The letters where for fines and court dates for 'vagrancy' but one letter was from a solicitor saying do not approach our client again as you already have a non molestation order and a suspended sentence.  If you do we will take action.

I asked my tenant is this your friend and why is he using my addresses? He said it is and I am his carer and he has had issues with his mum and that the order is against him because he did something to his daughter.  I told him I am not very comfortable with this and I can't stop you but you need to cut this guy loose as my contract is with you and not him.  I don't really want this guy around here.

I have known for a while something was not right with his friend as he has approached me a couple times begging for money as well as the neighbors.  My issue is if he has abused children tho I don't have a lot of proof can I ask the tenant to leave or say look your tenancy is up in 4 months and I won't be renewing it.

The tenant is fine and always pays and had no real issues with him and he has had the flat about 18 months.  But my nephew stays a lot with me and he is 15 and the same with my niece as she works near by.  Tho she is 20 the guy has approached her for money before and I told him never to do it again otherwise we will have a problem.

My friends say don't worry about it but its easy to say that when you don't have a child abuser next door to you.  One of my neighbors has his grand kids round a lot and back in the summer he said to me something funny is going on in that flat and you need to check it out.  I did a few random spot checks and everything was fine to me and I said what can I do everything is fine and he pays his money?

Why not set up your own Court, give yourself the role of Judge and get lots of interested parties with fears, and opinions, like yours to act as a kind of Jury and then try this person, preferably in public?

Seems like what a reasonable person would do, to me.
