I work for a landlord and he needs a copy of the sitting tenant's tenancy. 

The VOA informed me that she has been in the property since 1989
How can I obtain a copy of this or download her protected tenancy? 

He bought the property without obtaining a copy of her tenancy

You can ask the tenant for a copy or to borrow the original to copy, but they don't have to provide it.
It may not exist and/or they may not have a copy.

It's reasonably possible it's not a protected tenancy at all, because there were only about a fortnight in 1989 when they could have been created.
