Does anybody know who to report to if your landlord has fixed the plumbing system in 14 years and continually just offers a quick fix? 2-3 times a year i'll come home to a bath full of dirty water and other peoples  human waste coming up through my toilet and often i'm  ankle deep in water or worse.

Environmental health?

If there is a problem (although persistent) and they fix it I think that's their duty done.  You could vote with your feet aswell.
