I have storage heaters that are not working properly and have not been cutting out therefore created a large bill, it took almost 2 months for a technician to look at the system and confirm the issue, should the landlord take responsibility for some or all of the increase in my utility bill?

Not really.He may well have been kept waiting for someone to come out to look at it.Getting repairs done since Covid has been very difficult in many areas.You could try asking him,but I don't think he is obliged to cough up.
