Leasehold fireworks!

We own one half of a joint freehold property in London (only 2 flats in a converted house).  The other freeholder didn't do any maintenance, and wouldn't communicate with us (and neighbours) for years.  Basically he caused a lot of hassle.

Earlier this year he sold his leasehold to a developer (with a promise to pass on the freehold once we sign a TR1).  We have refused to sign the TR1 due to disputes over leaks the other freeholder caused to our property...  Disputes which remain unsolved.

The developer has caused more damage to our property and, after 4 months work, is about to put his upstairs flat (lease) on the market. 

We have just noticed both property's leases each only have 69 years remaining.  If we wish to buy the upstairs flat (leasehold and also push to get the other half of the freehold) before Christmas from the developer, can we compel him to sell to us at a reduced rate?  Do we have any leverage at all?  All questions and opinions greatly received.  :-X
