Dog barking complaint from neighbour

Wonder if any one can advise.
I've been receiving complaints from my rented house neighbour about the tenants dog barking when they aren't in the house.  I've spoken with the tenants who didn't think the dog was barking but have put measures in place to stop it.   However, the neighbour is constantly ringing me up at all times stating that the dog is constantly barking.
One of my tenants works from home but sometimes stays with work away overnight and his partner works night shifts.  They have put the dog in a separate area of the house to alleviate the noise as well as purchasing a dog collar.  They have also advised me that if they limit the time the dog is left alone or they take the dog with them.
The neighbour has a new born baby and also a dog which my tenants mention they hear quite often (it's a semi detached house) but don't complain about it. 
Since this has been going on the tenants have received a letter from the council advising they have received a complaint from a neighbour about noise, but our tenants were advised this was machinery noise not from a dog barking.  The tenant's suspect that the noise referred to was the jet washer which the tenant uses in his work.  I suspect, however this was the same neighbour trying to get something out of the complaint to the council.  This complaint hasn't been took any further by the council.
I'm going to write a letter to the neighbour advising of the measures the tenants have put in place to address this but could any one advise if the neighbour has any rights regarding this or what he could do to take this further?

I would try and distance yourself from dealings with neighbours complaints.  You're not the one living there.  Do you like the neighbours or do you not know them from Adam?  If it's the latter I'd leave them to dealing with the proper channels.

Agree with this.

You are not the parents of the Tenant... or, indeed, of the neighbour. If the neighbour has a complaint to make, they can make it to whoever they would do just as if the house was occupied by an owner. If anything is to be upheld, then it will be upheld... but it's not your issue, at all.

With the level of detail you have, you already sound quite involved... I would not write the letter you are thinking of writing.

You are obviously trying to be responsible here... but there are limits and you might be approaching them or, even, looking back at them in the rear view mirror.
