I'm no lawyer but it sounds like you do have a contract, just not one in writing. What are your objectives? Do you just want the tenant to leave or are you seeking to recover the rent she should have paid, in total or in part?

We’re wanting the total rent arrears and her out if she can’t pay the arrears.

I was thinking more in terms of simple contract law: informing your employee of the room rates constituted an invitation to treat; your employee made an offer to occupy the accommodation based on those rates; you accepted that offer by allowing her to move in. Thus we have offer, acceptance and consideration (the supply of accommodation), which is all you need for a contract.
