Tenant leaves and now wants back in.

Need some help with a tricky situation. Had a tenant for 5 years whoover the last 2 years has been skipping and under paying her rent. She now owes 6k. She agreed to move out and pay back the outstanding rent with the help of her sister.The tenant then  moved in with her parents, with her 2 small children around July. When I went over to the property, she had generally trashed the flat and I have had to replace the wooden floors,kitchen appliances and units. I told her that I was going to renovate the flat and as an incentive to pay the outstanding rent, I would consider letting her move back if she has paid a substantial amount of the outstanding rent.  Since then she has been trying to pay back and has repaid 1.5k. She has no keys for the flat and now wants to move back in. She last paid some of the outstanding rent over 2 weeks ago. To make it more of an issue, she was receiving housing benefit. I am going over to see her tonight , but she is going to see a solicitor about moving back in. Any help would be helpful.

How could she possibly have any claim to move back in??? Ridiculous. She left; she caused damage; she owes you money; stay away from her. A soliciter?? I can't believe the gall.
