Access to show the room to prospective new tenants. Please help??

My tenant has given his termination notice and has moved out. He no longer resides at the property.

The room is empty but his tenancy agreement runs up until the 30th November. 

He was on a non assured short hold tenancy which had moved into a periodic tenancy. ( month by month ) I have given the tenant 24 hrs notice in writing as I would like to show the room to a prospective new tenant. Am I able to enter now without his permission? Although I have advised him in writing that I will be entering the room, he is being obstructive and is refusing me access unless he is present.  But he doesn't even live there and his belongings aren't there.  :-[

Im not entirely sure but I was under the impression that residence formed part of a tenancy so if the tenant has moved out and has removed their belongings then its fairly obvious they have left.

Putting whats right and wrong aside how would they know you had entered if they arent living there any more and what exactly is it they think they can do. IF they bothered to take you to court over it you would simply say you were under the impression they had vacated as they had remove their belongings and despite you making several attempts to contact they they hadnt responded.

I did receive a notice of termination and advised they would vacate the premises immediately. They have done so but they have not returned the keys as they maintain they will hand them back when the tenancy ends on the 31st Nov. I advised them 24hours before I would be entering the property . They told me I could not. They are just being difficult and I have no idea why  :-[
