Shower cubicle mould

Tenant complained of mouldy shower cubicle . Mould due to condensation, shuts shower door so extractor fan unable to do job. We have photos pre tenancy showing nice clean shower. He says was mouldy when moved in.we have had professionally cleaned but still a little grubby.
We intend to show tenant photos and advise he needs to clean regularly, leave shower door open and wipe down as necessary. He is demanding new shower.
Is there any protocol to be aware of ?
Should we offer new shower , him to pay all costs.
This is top floor flat and we use sealed cubicle to avoid leaks. He is asking for new tiled shower.
Are we within rights to say no to all requests .

Of course you can refuse. I would be most surprised if he agreed to meet the costs of a new one, but it might shut him up to suggest that idea!  How long has he lived there?

You must take the mould seriously even if he caused it. I would suggest you get it cleaned with the correct products and write to him formally, (keep records) about what he must do in future to prevent mould growth, making it clear that next time he will have to pay for the remedial action.
