The Gov.uk web site says that you can write your own section 21 if the tenancy started before September 2015. I wrote such notice to my tenant who wants to get social housing. However, the council have emailed us saying my letter is invalid as I didn't use the section 21 form. Who is right?

Point the Council to what you read on the .gov website. Someone here telling you you are correct isn't going to help you.

Assuming that's the start date of the most recent non-statutory periodic tenancy.... debatable point. Just serve a new one on Form 6A, unless you prefer to spend time and money through possibly multiple level of courts to be a test case on an obscure point of law instead of just waiting 2 months with a new notice.
