Repairs in the flat

Hello,
I use a estate agent to manage my flat.

I been informed by then about a problem in the bathroom more than 2 months ago. Tiles are following down. I instructed them to send a contractor to give a quote and then to repair it.
Since they informed me and the contractor went to the property passed 3 weeks because it's difficult to contact the tenants.
I said to the contractor ok to do the job.
I was about to meet the contractor at the property (I traveled 2 hours to go there), the contractor told me he was too busy to do the job.
Again, agency has to find another contractor and set up a viewing with the tenants. I has been already 3 weeks more.
In total more than 2 months.
A friend of mine told that due the wet not all tiles will eventually fall down.
I worry about that, I want to repair it as soon as possible. I think it's dangerous for the tenants and bad for the wall
What can i do to accelerate the process? It looks like nor either agency, not either the tenants, are in a hurry or don't care about it.
What shall i do?
Also, the tenants have been at the property for 5 months already and they haven't given me back the inventory signed. What shall i do?

Actually, they notified the agency about the falling tiles in may.
Can I do something to enter at the property and do the works or just have to wait until something bad happens?

Please help me!
