DPS and deposit in dispute

I have a deposit in dispute because of damage caused by tenants.  I completed form and compiled as much evidence as I could but have had it all returned as they say I have not fully completed the Statutory declaration of agent/landlord made in accordance with schedule 10 of the housing act 2004 form.
I have signed and dated it in correct box but they are saying that I also need the signature of soliciter, commissioner for oath or magistrate in the second box
I agreed to arbitration but thought this meant that I would send what evidence I had and they decided whether I was entitled to any of the deposit or returned it all to tenant.
Does this mean that I have to employ a solicitor? It will not be worth me doing this as the deposit is only for £500 and this does not even cover the extensive damage caused.

You don't need to employ a solicitor. You just need to have a solicitor witness your signature of the Statutory Declaration for which they should only charge about £25 maximum.
