Can a housing department in a council tell a tenant to stop paying rent?

A there any circumstances where a council housing options manager can advise a tenant to stop paying their rent to a private landlord? Is this allowed legally? Is it even advisable?

You are right.  Complain.  Get tenant out.  Get a tenant that does pay rent.

hi had the same kind of problem,. tenant paid ok for 18 months. then claimed
housing dept, stopped there payments ,had to evict tenant for non-payment after loosing
7 months rent of 3,500. was renting privately ,.. now rent through an agency with working tenants.
will never rent to benefits claimant again.. council tell tenants that is the landlords problem not theres.
payments not made direct to landlords any more..
