I am returning to letting a property after a few years of not letting, so am trying to get back up to speed with changes.
I note that although the house is unfurnished, there will be a brand new built in oven and brand new electric fire.

Am I under any obligation to get these PAT tested?

No, although it might be sensible. There is a need to have a current electrical compliance test (EICR), which will test the entire property's electrical circuits. It might be sensible to get the electrician to check those two appliances at the same time - the EICR takes some time, so they might as well do the lot.
