I undertake legionella checks in between lets if property is empty for more than two weeks.  Should I also test during the tenancy?

Unless the tests show the property is unusually prone to legionella I wouldn't bother at all. Just go into the property before a new tenant and run all the taps and showers for 5 minutes.
