We have been renting our house in England for almost two years.
We have recently been informed that a potential buyer had a survey done on the house and this highlighted a small amount of Japanese knotweed.
This was not there when we left. Whose responsibility is it to get this treated?

Don't know the definitive answer but I would say it's the landlords problem.  It's not a problem that the tenant has caused and would have happened if it was rented out, vacant or if you were living there.  I see it as similar to your roof, it was fine when you left it but now needs repairing and you haven't been living there.
