incorrect agreement

I have four lodgers in my flat in four separate rooms. I provide cleaning and initial bedding and when the tenants request cleaning their rooms. One lodger who does not allow us to clean the room now disputes the lodger agreement. He now wants a new AST for another six months and says the initial license is not valid and not fit for the purpose. The other lodgers are happy with the initial agreemen as they got daily cleaning of the flat and the rooms when they need it.. I am issuing a section 21 notice as the initial agreement expires on the 3rd of April. Do I need to give him another six month AST.

From your description, you're a "live in" landlord and so an AST form of tenancy is not a legal agreement which is suitable for your situation.  Your tenant does not understand the law around AST elidgability correctly.

If you are happy for this person to continue occupation then it must be on a not-AST basis.
