Does any one know the legal position regarding the following.
Signing an ATS tenancy agreement for a property then not moving into the property, does this make the agreement invalid? Also is there any breach of the tenancy agreement, and what about council tax payments who is liable to pay them the landlord or the tenant that did not move in?   
Any advice would be most appreciated.

Sounds like half a story.  Deposits taken etc?
