Can a Freeholder/head lessee holder restrict communal heating during the Summer months of the year. My lease makes no mention that services can be stopped during any months of the year. My lease states that the freeholder/head lessee holder is to use their best endeavours to ensure the efficient performance and supply of repairs and services.

The reason for the query is that the head lessee holder still.has not.resumed the services for heating and the residents are all cold in their apartments including me.

I am not sure what heating  arrangement you have there. If the " communal areas"  means hallways, stairs etc. how does that affect the heating inside the apartments? Don't you have your own separate meter and thermostat?

Sorry, I should have made that clear... the communal heating serves all the apartments. We do not have independent boilers, separate meters or thermostats.

What does the lease say about the freeholder's obligations to provide heat and hot water? It sounds likely that's one of the "services" provided, but that should be defined somewhere.

I assume you have contacted the freeholder, so what was the response?   I know people who don' t turn the heating on in their homes until November,  but that is too late with our climate.  I would buy yourself a portable heater to tide you over.
