Fixed lighting in room

Our 1900 house has three bedrooms. Two have fixed ceiling lights, the third amller room has none, when we lived there we used it as a study and had a lamp. Our estate agent tells us it is a legal requirement to have a fixed light in that room for 'health and safety' reasons. The prospective tenant doesn't seem at all bothered. I can't turn up anything in the documents I've read to confirm this requirement. Does anyone know for sure if this is true and if so, could you point me to the requirement in writing online or elsewhere?
