EPC ...not needed?

My next door neighbour is renting out to a Ukrainian couple. He has no EPC nor EICR paperwork ( there's no gas so no certificate required).  The housing inspector has just visited and said all is in order for the couple to move in.

So, I you rent out to refugees you don't need to worry about things that we normally have to provide..?

I honestly don't know other than " she has inspected the house and all is ok" ( according to the Ukrainian person who will be renting).


I should stress, the couple appear to  be very nice, very polite and I feel sorry they are in this situation.

If your neighbour is renting to an organisation who are providing accommodation to refugees, no, an EICR isn't required (it's won't be an AST) and an EPC may not be required (it may not be a tenancy at all).

If your neighbour is renting to a Ukranian couple who are paying their own rent, it'll almost certainly be an AST and all the "normal" rules will apply, refugees or not.
