Hi tenant has been in 3 weeks and bond still not registered with DPS. assured by agent it will be there'soon' when I ask. question is - is 3 weeks long enough for bond to be there? I am now worried there may not be a bond.

I protect my Deposits before the tenancy commences, so - in my case - 3 weeks would be 3 weeks too long.

If there is no bond, you have no concerns... if there is a bond, you have many concerns regarding its non-protection. Go sit in your Agent's office and look over their shoulder while they do what is necessary to reassure you.

It takes less than 5 minutes to register the deposit, sit on the phone while they do it with you on the phone, make sure YOURSELF that the PI and certificate are issued.  You are responsible for this and it's you who will be penalised in the future for non protection, not the agent.  2 phone calls regarding this matter is 2 too many, agent sounds sub par and I'd be terminating with the ASAP.

Would you bother giving something like a final warning in these kind of situations at all?
