My tenants who have been at my property for around 5 years have reported a wasps nest to the letting agent, looking online it seems there is a rather grey area regarding wasps nest removals, can anybody please advise what is actually correct.

The tenant is responsible, unless the tenancy agreement says otherwise.

That's on the basis that there's nothing that makes the landlord responsible, rather than because there's any regulation that says they're not.
And local authorities and letting agents are great sources of wrong information about it - so the challenge to them is for them to show you something that makes the landlord responsible (other than a website that says so without any supporting evidence).
