2. Does the new rule apply to stamp duty on purchase of second properties or does the 3% tax still apply ?

The 3% second property surcharge still applies but so does the discount: https://www.gov.uk/guidance/stamp-duty-land-tax-temporary-reduced-rates

N.B. This applies when you're buying a second property. Stamp duty falls on the buyer, not the seller.
