Tenant fee query - checkout and tenancy agreement fee

Hi all,

Sorry if I am a bit behind with this.  My understanding is the tenant fee ban is now in place and tenants can no longer be charged admin fees for things such as tenancy agreements, inventory check-ins or check-outs.

My friend has just moved out of a property after a 2 year tenancy.  In his original tenancy agreement it was stated these fees could be taken from his deposit.  My understanding is no new agreements can have a tenant pay for these admin fees.

Is there a crossover period?  Does the tenancy agreement or the tenancy ban take charge here?

"The ban on tenant fees applies to new or renewed tenancy agreements signed on or after 1 June 2019."

"But from 1 June 2020, any term in a tenancy which requires you to pay fees will no longer be binding, so you won't need to pay them regardless of what your agreement says or when you signed it."

Thanks.  That was my initial thoughts but I heard of two agents who have just stopped charging any tenant fees full stop from the beginning of the year onwards.  Thought I'd check.  Shelter advised the same.
