HELP!  My girls are renting a 3rd floor flat in Leeds.  Neither bedroom window opens up sufficiently to let them escape in the event of the fire - the newly fitted fascia blocks the opening.  Who do I complain to.  The Property agent tells me he has asked the maintenance man to get on with sorting in but they have not.  Any help out there??
