I have paid every time for the rent and all the bills of this month.

However, because I had a verbal fight with the landlord  as a kind of punishment she does not pay the gas provider and as a result do not have any warm water and heating in the house
(although again I clarify that I have paid my part of the bills).

I called the police and they told me that this is a civil dispute issue and not a crime (!!) so they cannot intervene at all.

What should I do to get this fixed as soon as possible?

Presumably the landlord has the account in her name? Are there other people in the house affected by this? I would contact the Environmental Health Dept.at your local council,this sounds like a breach of letting regulations.They will contact her directly.

Go to the council and talk to environmental health. I had to do this last year after my landlord didn't replace a faulty boiler that British Gas said was  potentially dangerous and in need of replacement. They were helpful and as soon as they contacted my agent they took action very quickly after inaction for 5 months.
