I moved into a flat in London in January and unbeknown to me the electric central heating boiler wasn't working so we had no heating or hot water for 3 weeks so should I be entitled to some compensation bearing in mind this flat is £2000 per month

You're definitely entitled to a rent abatement under Section 11 of the Landlord and Tenant Act 1985, as 3 weeks in January without heat is a massive breach of contract. For a £2000/month flat, I'd be asking for at least a 50% refund for those three weeks, plus the cost of any electric heaters you had to buy. Don't just withhold the rent yourself though; write a formal letter requesting the refund so you have a paper trail if you need to take it to the Small Claims Court.
