Neighbors and communal door

Greetings everyone,

I live in an apartment building.  2 apartments on the ground floor, 1 on the 1st floor and 1 on the 2nd floor.  I am a renter.  The apartment on the first floor is owned by an older couple in their 60's.  They are constantly leaving the back door to the building open.  It is the old school metal ring, so no automation. 

I plan on reporting them to the property management company, but I was wondering if any of you know what specific law they might be breaking so I have that as ammunition.

I assume you have asked them to stop doing this? Do you all have a key,or is the door just closed over? Your behaviour on the face of it seems a bit heavy-handed,unless they are causing a serious health and safety risk.I would try posting a notice on the door,asking everyone to close it behind them.

Yes I have asked them several times, but they are very snotty and think they can do whatever they want whenever they want.  The back door has a number pad.  I just want to remove the metal hook that they use to keep the door open, but I might get in trouble for that.  I just wanted to see if there is a law so that way it can be told to them.  Plus every now and then there are people that come around doing heroin.  Major safety concern.

In which case I would get the management company to deal with it.They will know what terms of the lease are being breached,if any.

They own their property, we just have a property management company that has a maintenance man who takes care of our apartment building and parking lot for the businesses/etc.  Just seeing if there is some british law they are violating to have some backing.

They may only own the leasehold,not the freehold.There will still be a head lease,and you may be able to get a copy from the management company. They will not be breaking the common law in the way I think you are suggesting,this is not a criminal offence.The maintenance man could be your best person to approach,and he can speak to the couple directly.They may take more notice of him.
