What are your bill splitting horror stories? Have you had any nightmare housemates?

I shared a house and we agreed that there would be a kitty for basics.  Milk, Bread and Sugar.  It was a disaster, one guy would drink about 5 pints a day which was disproportional use.  It ended up coming to blows, Police called and cautions issued. 

Wow that really is a horror story! How exactly did you resolve this? Do you think that there is anything that perhaps could have helped now looking back?
