Can my landlord do this?

I live in Iowa.  About a week ago I was awoken by a strange noise in my basement.  Startled I rushed to great my husband thinking it was him... I mean who else would be in the basement, specially since you need a key to enter it.  To my amazement it was my landlord and a City Health Inspector to inspect the house.  I couldn't believe my eyes, he asked if I had been sleeping and stated that he had tried to call many times, however he did not.  He called once at 10:12 am and I found them in my basement at 10:17 am.  He asked if they could come upstairs.  I told them no as I was not even fully dressed.  That was fine and they reschulded the apt for the next day at which point just the Health inspector came and just checked to make sure the lights worked... Well 2 days ago the hot water heater stopped working.  We called the landlord but he said he was out of state and wanted to know if we had someone that could work on it.   I called my father and he got it stated and we had hot water.  Well today it went out again.  We called our landlord.  He said he was sick and he would either be over after he got to feeling better or he would have one of his guys come to look at it.  5 hours later I hear a wet dry vac in the basement.  He once again entered my home without my notice!  This makes me feel very unsafe.  I was in the living room with my phone next to me, he could of knocked or called or something!  I have 2 young kids for men to be in my home without me noticing and now my oldest daughter won't go into the basement because of "monsters" she hears!  .... Does he have the right to just come and go as he pleases?

He just entered my basement again without any warning or notice!  WTF Is he able to do this without breaking any laws?
