when a tenant leaves and landlord has a agent do a check out
who pays for check out?
should tenant get a copy ?

there is nothing in tenancy agreement  about tenant paying for check out  so is that down to landlord

Check all paperwork. If the Tenant is responsible for the cost of a paid-for Check-Out it would need to be written down somewhere. It's not their responsibility by default. Many Landlords would, obviously, do their own Check-Out.

if the landlord is using the check out to claim on deposit, should  he not give a copy of the check out to tenant

I, of course, give a copy of the Check-Out to the outgoing Tenant. I also complete it in their presence. I have always managed to agree any deductions there and then, so we can all move on happy. I return home and make the payment immediately. I've never had a complaint. Some Landlords are not as enlightened as I am. Some are downright shady. They give us a bad name.
