Penalise those with empty homes?

While I understand why people would want to penalise those with empty homes, i'm not in favour of the idea at all. If you own a property, you should be able to do what you want with it...

The government just wants to get itself out of a potentualy sticky situ that it has been getting itself into for years now. Imo

This house i mentioned on these here boards not so long ago would fall into that, refurb and then left for 2 years, i must say that the drive has been dug up and relayed in the last 2 weeks, so i can only thing that planning didnt pass it due to drains, drainage or something like that.  But it is still empty !!!
