Question y'all ?? is the electrician who issued a "failed" EICR certificate obliged to carry out any remedial work, or can another do the work and reissue a certificate?

Another can do it. Heck, you can get another to do a new inspection without any work and if they pass it, you're fine for the purpose of what you're asking.

The problem is not the EICR, it is with the remedial work.
I got one done, price £132, unsatisfactory report, but the remedial work is almost £1,000 for a 1 bedroom flat.
I now asked another company to do it again and really hope there will be a different outcome.

Are you different people? It's almost looks you're not...
