Temporary Accommodation - form N5 to evict ?

Dear Colleagues,

I let out my flat through an agent as temporary accommodation to the Council ( the occupants are licencees ).
Its been over a year and I now need my flat back - I want to do the paperwork myself as the agent is asking an extortionate amount of money to apply for a possession order at the County Court.
The agent is now refusing to provide information that I may require for the particulars of claim.
Would be grateful if anyone has advice on the following:
1) is form N5 'Claim for possession of property' used for temporary accommodation ( the occupants are licencees and not tenants )?.
2) Is there anything I need to put in the particulars of claim ?
3) Can I still legally serve the notice to quit on the licencees in my name and the subsequent court paperwork ? (even though the paperwork is supposed to be in the agents name) and will the Judge at the Court grant a possession order ?.
