The management company does not do their job,please help!

I own a flat in Manchester and there is a tenant.  5 months ago there is a leaking on the ceiling,the letting agent,the tenant tried to contact the management company but failed.  The woman above works for the management company and denied there is any problem in her flat.

I am in Spain and cannot help too much and nobody updated this issue.  I bought insurance with Direct Line but they said it only cover contents and refuse to do anything.  So I switch to Homeserve insurance now.

The tenant reported to Manchester Council and the Council required us to repair the leaking in 30 days. However, I sent one worker to check,he said he is sure it is from above flat or outside pipe. He cannot do anything until he can get into the above flat.

I am not sure whether Homeserve cover this but they said they need the permission to get into the above flat to find what caused this leaking.

I have no answer, I told the Council to carry on the investigation and we will pay the cost to fix our ceiling but not the total repair cost to fix the above flat or the pipe in the whole building. The council said they cannot investigate now but will carry on the jobs and charge us All The cost.

I felt hopeless and frightened, I am a Chinese and live in Spain. Why the Council just put all the jobs to me?  If I sent another worker,how can they get into the above flat? How can I do anything with the woman above?

If it is the pipe of the whole building, I am sure the management company have to fix it?  Is there a company or government office can detect the leaking problem and give me a report?

The management company said it is our problem and won't answer any email or phone calls.

Can anybody help me,please!!!!
