No Hot Water, No Heating and Window Jammed wide open

A little bit of advice required if possible.

I have recently taken over the management of a property.

I have found that the tenant has had no hot water, no heating and the bathroom window is stuck wide open, all for the past 2 years.

I have already sent 4 tradesmen round to have all things fixed, 3 of them got no reply and one was flatly refused.

Heating comes from a coal fire, tenant is outraged that we are looking to make fire serviceable instead of installing gas central heating, and therefore refused entry to the chimney sweep.

Can anyone tell me where I stand, I can't be bothered with the going backwards and forwards with this tenant, can I buy some plug in electric heaters for her.  Legally would this be suffice??
