Can council force me to put in double-glazing before they give me a licence ?

If they won't give you a license because of that, then they won't... and you'll need to get double glazing.

Did they say so, if they did then yes.

Hi, I'm new to this forum and picking up on this thread. My council run a landlord licensing scheme and I was re licensed last year. However my new tenant has complained about condensation and the council have just told me I must upgrade the windows to double glazing within three months. They are floor to ceiling windows and not going to be cheap. Where do I stand on this? Any advice appreciated.

What properties don't have double-glazing nowadays anyway? What's the EPC like with single glazing? I'd be thinking it's quite low..? But it must've passed the minimum requirement? Is there a good reason for the windows being single glazed? Period property or listed building or something?

Unless the Tenant came to you first, and asked about this, and you just ignored it because you don't care or you're tight... then I'd also issue them with a Section 21 at the first opportunity, after the work is done, to regain an element of control and not have the tail wagging the dog. Of course, if they went to the Council in complete exasperation at your reaction, after asking you about it many times, then that's a totally different matter.
