Really worried about EPC result, after we took on a new tenant at end of 2018!

My husband and I are renting out bedsits (under HMO rules) in a building my Mum passed on to me in 2015, when she died. I realised she had never had an EPC for the building, so arranged to get one done. But I accidentally took on a new tenant on a 6 month fixed term at the end of 2018! We took him in off the street as he was homeless at the time. But I had no knowledge that I couldn't do this if the rating was lower than an E (which it turned out to be F, with potential of D.) However, we cannot afford to renovate this old building and just want to sell. So I now need to issue a section 21, 6A, but by law I have to provide a copy of the EPC. The new tenant shouldn't even be in the building, and I would never have taken him on if I'd been made aware! This is why I don't wish to renew his tenancy. We also have a tenant who has been there since 2003 (and was my Mum's tenant, although he refuses to sign any tenancy agreement yet I have no documentation  proving the date he moved in!) Can I also issue him a section 21? My real worry is the new tenant and I am trying to explain how I cannot keep him on since I discovered this rule about EPC's. I am hoping he will just agree to move out without a section 21 (which he asked me for?) I guess my only other alternative is to sell the property with the tenants still remaining, but I hear that's a risky business. Can anyone please advise me? I'm really concerned about this to the point I can't sleep at night!
