Tenant not paying - section 21

I will keep this short but help and advise would be good.

I have a tenant in a flat I have - my agent served the section 21 prior to them moving in - low and behold they are very unreasonable and have never paid rent on time or the full amount - the first term of the tenancy is up at the end of September - at which point I want to ask them to leave

Any advice on section 21 - getting annoyed  with them not paying and obviously this is a major inconvenience -

Anyone had luck with small claims in getting unpaid rent pack ? 

Where do i send a section 21

What happens if the tenant ignores the notice  :-\

You CANNOT serve a S21 before a tenancy starts!!!!!!!!!!!!!!!!!!!!
You need to issue a new S21 b.
You need to issue before the next monthly tenancy date; not necessarily when rent is paid.
This is for 2 months and expires on the day of the last tenancy period.
You could also issue a S8 and use that to evict rather than wait another 2 months or even longer dependent on where you are in the tenancy cycle.
Trouble is a tenant just has to reduce rent arrears to less than 2 months and you can't use S8 and have to wait until 2 months arrears occurs again.
Tenants know this and play this game all the time.
But a S21 sorts them out but you have to wait the 2 months.
You should have issued a S21 B after you issued the DPC and PI
Your S21 is NOT valid.
You need to reissue
If the tenancy goes into a SPT then you need to issue a S21 a
