Tenant not paying rent and now wants repairs

Hi Everyone

I'm new to this site, but need your knowledge and help please.  My tenant has decided to delay payment of his rent by over 30 days for some months now and this month has now requested repair of a porch lock.  I am in the process (via insurance) of arranging a Section 21, but this has taken over 6 weeks so far and still not happened.  Do I need to get the repair carried out  before continuing with the Section 21 or does the lack of rental payment enable me to continue with the eviction without repairing the lock (there is an interior front door which locks)?

Is he on a periodic tenancy? It's not clear what you mean by delaying his rent by over 30 days.Do you mean he is always one month behind? Whatever,if your insurance is not serving 21,just do it yourself.You will need to be sure that all the documents were given when he moved in,and the deposit is correctly protected.You need to get the repair done  before serving ,otherwise he could use this against you. I would be cancelling that insurance when it's due  for renewal,it is usually a waste of money

Thank you heavykarma for your response.  Yes he is on periodic tenancy.  He became miffed with me when I made him get rid of a cockerel (which he didn't have permission for) and since then he has delayed rent payments, always one month or more behind. There are other issues with him not looking after the garden and hoarding but this is the last straw.
