Is it possible to take legal action against a tenant for damages, caused by smoking indoors, through the small claims court after her deposit was returned in full by the DPS?  As the tenant denied smoking but we have had to redecorate the whole flat, which cost more than the initial deposit and the smoke alarms were also disconnected.

Sure... it's the success aspect of any action you take that you need to be concerned about, though.
