Tenant has not paid rent since moving in

Hi,
    My tenant moved into property on the 1/02/2020 has ducked and dived not paying his rent from the beginning of his tenancy he has ignored my telephone calls I have attended the property before the virus lockdown started and either the tenant was out or just not answering the door.
I visited the property for the first time today due to the virus lockdown still no reply.
I did not take a deposit the tenancy agreement is due to expire 1/08/2020.
Should I serve a sect21 and section 8 at the same time or just a section 21 and while the tenant is still in the property go down another route to gain the unpaid rent .

I would serve 21,by post with proof of postage.You can do that on the 2nd.June.You can do a claim online with small claims court.What checks did you carry out beforehand,and why did you not take a deposit? Have you any proof that he did actually move in,and is still living there?
