Giving notice to willing tenants.

I am a landlord & my tenants are now in arrears by 2 months. They want me to give them notice in order to be made homeless in hope local council will rehouse them.
I am not sure whether to serve s8 or s21?  I want them out & have new tenants waiting to take over.
Can anyone suggest which is the best way to serve them notice.

21 is only if they have come to the end of any fixed term of an AST or are in rolling.
8 is for arrears.

Also, be aware, and maybe tell your Tenants to be very careful about their plan... if the Council decides that they have made themselves intentionally homeless (and them having rent arrears falls into this in certain circumstances) then they'll get little help. I realise you both want the same thing, but I'm sure you're Tenants don't want nowhere to live. Anyway, Section 8 is the way to go.
