Tenant has been given notice to quit but cannot be contacted at all

The Eastern European Tenant has failed to pay his rent; was given an extended period to bring him up to date, seems more concerned about spending his money on family in Eastern Europe than paying his rent, continually fails to pay rent with excuses. Been given; as per Assured short hold tenancy agreement his 2 months notice to quit, has failed to contact the landlord to inspect the property and show other prospective tenants around; as Agreement; was sent a letter to allow him again to talk about his let and if so, I would help him again if possible; no response whatsoever.

Having visited the let with no answer from him; neighbours inform me they've not seen him recently; I went a step further and fastened to the only entrance door a Notice under the Housing Act 1988 to state that I now deem the property to be abandoned and as such, the tenant should seek legal advice, anyone who knows the tenant's whereabouts should contact me and I have given him 7 days before I enter the property to take it back,
All this has been stated on the Housing Act 1988 notice to enter........so......I still want to plan ahead with a "Housing Possession Order", thereby; in the event of my entering the property being convinced it is empty and abandoned; only to find the tenant hiding away, then I can invoke court action and in effect send in the Bailiffs to kick him out once and for all and change the locks.  The Tenant is already being pursued by Bailiffs for collection of unpaid rent with interest added and they will not drop this until paid; all done legally but may take a period to recover outstanding rents.

Question: What is the best way; the cheapest way to organise a Housing Possession Order; how is it done, with whom and what will it cost ?
