Use internet access as leverage for unpaid bills?

Hello everyone.
I am a live-in landlord and i have a tenant who is not paying his share of the water or internet bill, which i pay. This is getting me irritated now, as it's been over a month since I have notified him and I've had excuses at every turn.
Now my question is this - I can't cut water off as it's a utility and protected by law as I understand it - besides i have no practical method. But can i change the Wi-Fi password and not tell him what it is, till he pays up? Is this legal? In my understanding it is, as internet is not a utility and therefore they aren't entitled to it.
Any advice?

I can't imagine there is a law and it may be really hard for him to take legal action anyway. I would try the threat of it. But to be honest you need to get on living in the same space and it sounds like you are not able to given this disrespect for your rent.

Unless the Licence (or tenancy agreement) states they will get access to the internet (in which case you will be in breach) there is nothing stopping you pursuing your proposed course of action.
You could argue he should contributing to that bill also if you could determine a share(?)
But it sounds like a nightmare ... how can you live with someone in the same house on that basis?
Maybe they'll move out and all ends well.
